Tribals for PC Fallout 4 settlers is made possible by Random Overlay Framework mod, which randomly generates an assortment of tribal tattoos for your recruitment of settlers.

The official Fallout lore of the tribals begins with the Chosen One who was a tribal in Fallout 2. Now you can bring the Tribals back to Fallout 4. This would be a great add-on to Project Arroyo.

Due to the number of PC plugins, for a maximum ROF experience it is recommended that you use Mod Organizer 2 so that you can configure profiles that work around the 254 plugin cap. Do not use Vortex as it does not offer profile capability. Read more about configuring profiles.
