I have recently stared a thread in the Official Bethesda Forums that lists some good Fallout 3 Mods for first-time users and veterans alike. Each mod comes with a link to the Nexus page, the Author, and a short description.
I (very) humbly request that an article possibly be added to the fallout 3 wiki that would list these mods. I put a fair amount of work into creating and maintaining the list and would love to see it added somewhere more "permanent".
