A Fallout 2 build for windows by Timeslip based on sdl instead of directx. Requires SDL 1.2.14 and the msvc 2010 runtime libraries. This is an experiment only. Don't try using this for serious gameplay

Just copy the exe over the top of an existing fallout 2 installation (preferably an unmodded one, as the city limits patch isn't included in this exe) and run it. Oh, and remember to back up the original exe first!
If you don't have sdl installed in your system directory, you'll need to copy SDL.dll into the fallout directory too.
