The Underground Emergency Access can only be accessed after completing the quest I Spy, from Underground Market Sector and from vanilla just NW (cardinal direction) of where the N fence of NCR sharecropper farms would meet the E wall of New Vegas Strip (if the fence wasn't collapsed at that section) then Hatch to Underground Emergency Access then Garage Door to Underground Market Sector.
