Corporal Iapicca is in charge of a few military people and is under the command of Colonel Hoff.
Command[]
His troop follow him. After the Tech Raiders are dealt with, other military people seem to become affiliated with him as they're close to him, in Underground East Sector between the entrance to his location and the Tech Raider Barracks, isn't an officer among them and weren't in the camp from before; among them is Mlix (she's never in the camp from before and after Iapicca moved, she says Major Cobb authorized her to join the Courier).
